The effect where everyone else was running along with Luffy chasing that one guy....does anyone know how that effect was done? Or what software was used? I'm not planning on ripping off AMV Hell.... but I want to use that effect in a video I want to do in the future...

I would have done it in Sony Vegas Pro using masks. I'd use masks to remove the background from the moving characters, then add that footage directly over the scene where you want them moving.
