1. iv read that there is a school rumble season 3. and iv read that there is an OVA.
2. iv also read that the ova starts on episode 25 of season 3 and skips 1-24.
3. and again iv read that they do not play to animate season 3, that it is only manga.
4. but iv also read that season 3 is just not in the usa yet.

can some one tell me what, in any, of this is true?

The only OAV listed is available in the US as School Rumble: Extra Classes and takes place after Season 1, as far as I could tell when I watched it.

They didn't animate the whole season, just the lsat few chapters of the manga, hence the OVA's. That's all I know.
