This is a good question. Are you doing a sort of "pre-acceptance" of clips, where you approve the idea and then we edit? Or will it be like 4, where we just send you the clips we've done and you choose from those?

You send a description of your clip and all of its vital statistics (length, anime & audio sources) to amvhell-at-gmail.com - if the editing committee likes the idea, then they'll send you FTP information to upload the clip itself for a formal review.
