At least part of the reason is, that not until present day, the majority of the population has been able to afford a luxury such as morality.

The christian church has played a part too, imposing a sharp divide between soul and body and accordingly between the religious and the worldly.

And legislation was often a manner of enforcing the ruler's authority, rather than modelling a good society.

Actually, I think ****philia has at least been looked down upon in most societies, but not until present day, ****philia has been synonymous to underage sex.

In earlier days, in some societies, underage sex could be fully accepted as a subject for teaching or as a means for bonding. Not to mention, that marriages with great age differences served a purpose where people died younger and supporting a family was more difficult.
