Not with their own computer. This town is mostly 6000 people on campus, 2000 off, mostly retiree's.

I'm having this trouble too, namely because the IP that covers my county can't handle torrents, well, at all. I start the torrent and my internet dies T_T

there are things out there called "IP Routers" they will tunnel you signal throu IP's from different locations and help you get access to things you wouldn't be able to see otherwise.

got a friend that lives out of the contery and where he lives has blocked youtube from being seen in his contery. using one of these helped him.
