Off the top of my head, I'd have to say "Excalibur" from Soul Eater, for three reasons:

#1 - All the rules and conditions for being his partner. I think it was like "1000" or something like that.

#2 - He's very, VERY rude.

#3 - Despite his incredible power, he never once used it to help anyone in any significant way.

I still like the character, but what a huge jerk he is. :D
