Is it legal under AMV submission rule to have someone make an idea you have, give the video back and submit it under your name? Cause i can't make any because i have no skills in the topic, yet i have many great ideas.

as long as the person making it for you doesnt mind i dont think it would a problem but you can probably work out a way to share the credit

Sounds like a joint effort, so both parties should be given credit.
