Alright, I'm sure I'm missing something here. The music that plays over the clip of Julia falling to the ground after being shot and at various other parts in Hell 4 with similar Cowboy Bebop references... what is the connection/joke meant to be there?

It's bugging me and I know that my friends will probably ask me if I show it to them :P

A lot of people do more than watch anime. lol
And if you think about it, a ton of humor requires the watcher to have knowledge of an outside source. Thats what makes it funny.

I didn't get it either until I saw the vids you guys posted (Thanks!). That song is god awful, though, and really got on my nerves. I was half expecting someone in the SNL skit to shoot somebody, hear the song, and shoot themselves so they wouldn't have to listen to it. The idea in the SNL skit was funny (and yes, I did go back and watch the OC vid as well) but damn, did they have to use such an irritating song so much?!

I'm glad you didnt used the Gendo shooting Ritsuko-scene, that would have been too predictable. But you caught me offguard with Spike shooting the viewer, that was hilarious.
