Higurashi is really new. So, if you aren't finding them on Amazon, they don't exist.

....what makes you think that?
"The series has finished airing and is currently only available on DVD in Japan, France, and North America (following Geneon's licensing of the series). However, in September 2007, Geneon's U.S. division announced that it would discontinue all ongoing anime projects, including Higurashi, effective November 6, 2007.[20] Only three of a planned six DVDs of Higurashi were released, under the title When They Cry: Higurashi. I think i found a good site. Animemax.net .It looks like a 3rd party site so im not so sure what their feedback is. Plus the DVD is really cheap.
AnimeonDVd.com is 19$
Animemax.net is only 9$

Wait what? AOD sells dvds ???
Yeah, only 3 volumes (of the 6) were released ... so far.
(DVD vol. 1 was released both with and without the empty-box)
Note: As everyone said, you will NOT find a FULL/COMPLETE box set of the American DVD releases yet (as of this post), if you do its probably a scam/bootleg.
WARNING Higurashi Bootlegs (Fake DVDs) Detected!
(Do not buy the $9 DVDs. This will be explained below this quote.)
In short, Geneon has not released the rest of the first season of Higurashi:
...
Well, its only partially released. Geneon USA went under, so there may be a delay on the rest of the DVDs...
Old post snippet:
...
Its a Geneon USA owned title, and with Geneon USA ceasing distribution of all their titles, who knows if/when it will ever end up released in US. (For anyone who didn't know already, ADV 'canceled'/'had to refuse' the deal that would have had ADV take over all sales, marketing, and distribution for Geneon. :'( While the date for orders though Geneon has passed, consumers can still find their titles on store shelves while supplies last. Buy, Buy, Buy! (lots of popular/good titles) (http://www.animeondvd.com/studio/studio.php?studio=5) :P
(Dubbing of Black Lagoon's Second Season will be completed by Ocean Productions, but they will still need a distributor.)
Eric said that they will finish ADR (dubbing) work for the first season of 'Higurashi'. Bang Zoom will also finish 'Rozen Maiden', and I'm under the impression that they still plan to continue with ?Seirei no Moribito?.
Geneon just needs to find a distributor (and sales/marketing) or they may just sell the license to someone else. You might have to import the rest of Higurashi to complete the box (as one of my buddies plans to do). :/
It is rumored that translation (at least) for a few other Geneon titles may also be completed. ?Nanoha' and 'Zero no Tsukaima'
Edit: I forgot to mention, several places have already sent DVD shipments back (whisper: some decided not to >_<), so I wish you the best of luck finding the titles that were sent back. Try Amazon or used DVD places if something is particularly difficult to find.

WARNING Higurashi Bootlegs (Fake DVDs) Detected!
I checked Animemax.net and the 'vol. 1' for $9 that you were talking about is NOT an American/Japanese release, and is very very likely not anyone's official release. Illegal, do not pay for those DVDs.
Explanation:
(Too many episodes!) 13 episodes on one disk (or even two discs) is no good. These are also NOT the Japanese R2 Higurashi DVDs.
'Region Free' DVDs are suspicious.
The official Japanese DVDs do NOT have English subtitles. (Japanese DVDs don't typically contain English or even Chinese subtitles.)
Can anyone vouch for Animemax? Some of their DVDs might be legal, but when the site lets obvious bootlegs in, I start to worry about how safe it is to purchase anything from them.
Another bootleg example:
Also, do not buy these, they are also illegal:
DiscountAnimeDvd is selling bootlegs here (http://www.discountanimedvd.com/detail.asp?dvdno=22888&title=Higurashi+no+Naku+Koro+ni+DVD+Box+Set+Part+1 )
These look like they are the same as the ones you found on Animemax.
Here is a dead give away:
"Released By:Anime Cartoon"
'Anime Cartoon' is a bootleg company, they sell anime DVDs illegally. (see the guide below)
Some bootlegs are actually free fansubs that the bootlegger tricks you into paying money for.
How to detect Bootlegs?
You may find this guide to be very informative and usefull:
The old guide to detecting and avoiding Bootleg Anime Merchandise. (http://www.digital.anime.org.uk/piratefaq.html)
RightStuf.com
I trust and can recommend www.rightstuf.com (http://www.rightstuf.com). They still have the first three volumes in stock, but the numbers have been dwindling. Just search the store for 'Higurashi'. RightStuff's prices tend to be close to what you'd find at BestBuy (but with shipping it varies). RightStuf does have frequent sales, though.
You might find these English releases for a bit less then what RightStuf lists, but finding it online as low as $9 (new) would make me start to worry a bit. (In this case they are bootlegs, and you should not buy them.)
Conclusion:
Both the fansubs and the bootlegs are currently illegal, but in theory you would be better off with the free fansubs in comparison to paying money for the bootlegs. (Unless there are other limiting factors involved.)
If you still want to buy the first three volumes then the easiest thing would probably be making the purchase at a brick-and-mortar store like BestBuy. You may also want to consider the possibility that Geneon will not release the rest, but that the series will be re-released by another party. That's up to you, as I've said, my friend is buying the R2 DVDs so he can fill his box T_T.
However you go about it is up to you. Hopefully this helped clarify the situation. :)

Wow...Well that clears alot up.
Well like i said before im looking for The Japanese DUB w/ American Sub's.I relize WHen They Cry (American version) stop being produced after VOl 3 due to that kid who killed her father or w.e. On top of that the voice actors in the american version sound just horrible to me.
So if u could find Jap DuB/Eng Sub that would be a big help.

oh, if you want to know where to find the torrent, then I could help.
It's 1000 times better to download fan subs than to buy the same fan subs from bootleggers.
