could someone please tell me why amv hell 4 is the last one? i know there is gonna be amv hell divided by 0. but on the home page it said that the creator of amv hell is not going to make another one. why is that?

Take it from me, the more submissions that an AMVMEP actually gets, the more work the backend people have to do.

Take for example, AMV Blitz!.
It took two weeks of judging to get to the amount of clips we have for the final.
It's taking about a month and a half to get a working ending done. Hell, the rendering alone (since we're special and have special effects :D) takes a dedicated computer a day >_>
Compiling the entire thing at quality will take about a full day itself.
Then there's the posting, hosting, troubleshooting, people-dealing...before I also wondered why Zarx basically quit and now I can actually see why.
Also, the more people on the backend, the harder it is to get anything done, actually. We basically have four people right now and it's getting to the point that we can barely schedule anything.

Word, Age. I know there are alot of MEPs out there (not neccesarily like Hell) that were probably done entirely inhouse (that is, everyone working on the same equipment within the same workspace). That'd be sweet, I tell ya'. Makes me want to get more people I know into AMVs.

SSGWNBTD - the guy behind AMV Hell 0/0 - worked together with Zarxrax on every single Hell, so technically he is partially the creator. Plus Zarxrax said he may someday create more Hells but in AMV Hell CE style.
